Primary roles define the member's main operational function. Secondary roles provide backup coverage. Assign based on skills — the matrix in Module 03 should guide these decisions.

07WATCH ROTATION
Build a duty schedule with fatigue tracking, skill-gated positions, and availability management. Personnel data is pulled directly from your roster.
A — PERSONNEL AVAILABILITY
Set each member's current status before generating. Active = eligible for assignment. Standby = available as last resort only. Unavailable = excluded entirely (injury, off-site, etc).

00OVERVIEW & WORKFLOW
What this module is for
ROSTER is the personnel system for your group, retreat, or Mutual Assistance Group (MAG). Everything you enter is stored locally on this device only and is shared with other WATCHMAN modules (such as COMMS MATRIX) through local storage. Nothing leaves your machine.
Work top to bottom through the modules in the left bar. Each step builds on the one before it: you define the group, add people, rate their skills, assign roles, capture comms, flag training gaps, build a watch schedule, then generate printable documents for your binder.

DOCTRINE · A roster is intelligence about your own side. Kobler & Goodwin (Retreat Security) treat knowing your people — their skills, limits, and positions — as the first step of security planning. Hogwood (MAGS) frames the group as a skill-coverage problem before it is a headcount.
01GROUP SETUP
Define the group and command structure
This information appears on the cover of every printed document and is shared with other WATCHMAN programs. Fill in your group name, area of operations (AO), commander, executive officer, base location, and OPSEC posture, then press SAVE.
OPSEC posture sets the default identification mode for new personnel. On HIGH posture, new members default to callsign-only display in all outputs. Any individual member can override this in their own record.
02ADD PERSONNEL
Build the member roster
- Click ADD NEW MEMBER to open the personnel record form.
- Set a Display Mode: Name + Callsign, Callsign Only (OPSEC), or Name Only. This controls how the person appears in every printout.
- Fill in identification, contact information, employment and resources, the medical profile, an emergency contact, skills and vetting, operational profile, communications, logistics sizing, and location.
- Press SAVE MEMBER. The member appears as a card on the roster.
- Click any member card to edit; use DEL to remove.
Every field you complete is captured and will print in the DOSSIER view, so be as thorough as operational security allows. Blank fields are simply omitted from printed records.
OPSEC · Medical conditions, medications, addresses, phone numbers, dates of birth, home locations, and grid coordinates are sensitive. Decide deliberately what to record on a device versus what stays verbal, and protect the printed binder accordingly.
Sync from Forge
If you use FORGE (the skills development module), its PUSH TO ROSTER button stages a member's readiness snapshot for this module. When a snapshot is waiting, an amber ⇊ FORGE button appears on that member's card here — click it to pull the summary (overall readiness, gap counts, certification status) onto the member record as a read-only strip. Members are matched by ID, so use members imported from this roster when working in FORGE. Syncing never changes the skills matrix you maintain here.
03SKILLS MATRIX
Rate proficiency across eight domains
Each member is rated 0–3 in eight skill domains: Medical / Trauma, Security / Tactical, Communications / Signals, Mechanical / Engineering, Agriculture / Food, Navigation / Recon, Leadership / Planning, and Special Skills. The matrix gives you a single view of where your group is strong and where it is thin.
- 0 — None: no meaningful capability.
- 1 — Basic: awareness, can assist under supervision.
- 2 — Proficient: works independently.
- 3 — Expert: can train and lead others in this domain.
DOCTRINE · Hogwood (MAGS) treats the skill-gap matrix as the core of group selection: you are not collecting people, you are covering capabilities — medical, security, mechanical, agricultural, and communications — with at least one Expert and one backup each.
04ROLES & ASSIGNMENTS
Assign primary and backup functions
Give every member a primary role (their main job) and a secondary role (backup coverage). Use the Skills Matrix to guide assignments — a member's primary role should align with their highest-rated domain, and every critical role should have at least one backup.
DOCTRINE · Kobler & Goodwin assign duties before a crisis, not during one: command post, listening/observation posts, quick-reaction force, medical, and charge-of-quarters all need a named primary and an alternate so the schedule never has a single point of failure.
05COMMS PROFILE
Radios, ham licenses, and contacts
Capture each member's tactical callsign (group-assigned, per your SOI), whether they have a radio, ham license class (Technician / General / Extra) with expiration, their FCC ham callsign and GMRS callsign, and the three PACE frequencies (primary / alternate / contingency) alongside contact numbers. The tactical callsign is what members say on the group net; the FCC callsigns are the legally required station IDs on licensed bands. When running inside the WATCHMAN Electron application, this data is shared automatically with COMMS MATRIX so your PACE plan and net roster stay consistent.
OPSEC · An FCC callsign is a public ULS lookup away from the holder's name and home address. Treat printed comms profiles with the same handling discipline as the rest of the roster.
06TRAINING GAPS
Identify and document shortfalls
This module surfaces critical skill gaps across the group and lets you record a training priority and remediation note per member. Use it to turn the Skills Matrix from a snapshot into a plan: who needs what training, and in what order.
07WATCH ROTATION
Build a fatigue-aware duty schedule
- Set each member's status: Active (eligible), Standby (last resort only), or Unavailable (excluded).
- Define positions — you can skill-gate a position so only qualified members are assigned.
- Choose shift duration and schedule length, then generate.
- The scheduler balances load and tracks fatigue so no one is over-assigned.
DOCTRINE · Max Velocity and Kobler both cap fixed-position watches (commonly four hours) and rotate observer / logger / rest / rear-security roles. Standing security is a 24-hour job shared by everyone, which is exactly what the fatigue tracking here protects against.
■GENERATE DOCUMENTS
Print-ready outputs for your binder
Open GENERATE DOCS under OUTPUTS in the left bar. You get one directory in three print-optimized views; pick the one that fits the job:
- DOSSIER / BINDER — one complete record per person, every field grouped into sections. Prints one member per page for clean 3-ring binder filing.
- CARD VIEW — a mid-detail card per person, good for a quick reference packet.
- TABLE VIEW — a one-line-per-person muster sheet with skill pips and a strength summary.
Use the ORDER control to sort: As Entered, Alphabetical by last name, Alphabetical by first name, Group by Primary Role, or Group by Relationship. When grouped, each group prints under its own heading with a member count.
Use the INCLUDE toggles to choose exactly what prints: the Directory itself plus any of Skills Matrix, Roles & Assignments, Comms Profile, Training Gaps, and Watch Rotation. Every section starts on its own page. Leave everything checked for the complete group binder, or uncheck DIRECTORY to print a single section by itself — the cover page retitles to match.
Press PRINT / SAVE PDF. Printing is forced to a clean white background with dark text and color-safe skill marks, and records never split across a page break — so what comes out of the printer goes straight into the binder.
■DATA MANAGEMENT
Backup, restore, and reset
At the bottom of the GENERATE DOCS panel:
- EXPORT (JSON) — saves your entire roster and group data to a file. Keep this as your backup.
- IMPORT (JSON) — loads a previously exported file. This replaces all current roster data, so export first if in doubt.
- CLEAR ALL — permanently wipes all roster, group, and schedule data on this device. There is no undo.
OPSEC · The JSON export is plain text containing every personnel record. Store it on encrypted media and treat it like the binder itself.

Working safely and consistently
- Set group OPSEC posture first so new members default to the right display mode.
- Use Callsign Only display for sensitive personnel.
- Export a backup before importing or clearing.
- Limit printed copies of the DOSSIER and account for every one.
- Re-print after major changes so the binder never drifts from the live roster.
All data lives on this device. Clearing your browser storage, or pressing CLEAR ALL, removes it permanently. Your exported JSON file is the only recovery path.

A worked example you cannot break
ROSTER ships with a demo sandbox — a separate copy pre-loaded with the Hollow Creek MAG: seven members across two families and three nearby households, with completed skills matrices, roles, comms profiles (ham and GMRS), a watch rotation with three positions, and one member on light duty so you can see how availability affects the schedule builder.
Opening and leaving. In the live module, click DEMO in the sidebar under this manual. Inside the demo, that same slot reads RETURN TO LIVE and takes you back. An amber striped banner across the top of the demo tells you which copy you are in at all times.
Your real data is safe. The demo keeps everything in separate storage slots, including its own OSINT Station import inbox, so nothing you do in the demo can touch your real roster, and a real push from OSINT Station can never land in the demo. The demo roster is also shared with the other WATCHMAN demo sandboxes — open the CACHE POINT demo and its compartmentalization dropdowns draw from these same seven members.
Resetting. The RESET DEMO button in the banner discards any changes and restores the full Hollow Creek scenario.
